Overview of the Live-in Caregiver Program (LCP)

The Live-in Caregiver Program (LCP) was created to address labor shortages in Canadian households that require full-time care for children, the elderly, or disabled individuals in live-in settings. Caregivers under the LCP are granted a specific work permit tailored to their occupation and have the opportunity to apply for permanent residence after meeting work requirements.

Under the 2024-2026 Immigration Levels Plan, Canada anticipates receiving more than 15,000 new permanent residents through caregiver programs. Since the inception of the Home Child Care Provider Pilot and the Home Support Worker Pilot in 2019, approximately 5,700 caregivers and their family members have obtained permanent residency as of April 30, 2024.

Eligibility Requirements for Permanent Residency Under LCP

For those already in Canada under the LCP, the requirements to transition to permanent residency include:

  • Work Requirement: Must have completed a minimum of 24 months of authorized full-time employment as a live-in caregiver within four years from the date of arrival.
  • Employment Documentation: Proof of work experience must be documented through employer references, pay stubs, and residency documentation confirming the live-in arrangement.
  • Legal Status: Must maintain valid temporary resident status throughout their employment period in Canada.

Process to Apply for Permanent Residency

  1. Complete Work Requirement: Ensure all work requirements are met, including the specified duration and conditions of employment.
  2. Gather Documentation: Compile all necessary documents, including proof of work experience, copies of work permits, and personal identification.
  3. Submit Application: Complete and submit the application for permanent residency to Immigration, Refugees and Citizenship Canada (IRCC). The application will include forms, fees, and all required documentation.
  4. Processing: Wait for the application to be processed. During this time, applicants may be required to attend interviews or provide additional information.
  5. Decision: Once approved, the applicant will receive confirmation of permanent resident status and can then apply for a permanent resident card.

Current Alternatives to the LCP

Since the closure of the LCP to new applicants, the Canadian government has introduced new caregiver immigration pilots:

  • Home Child Care Provider Pilot
  • Home Support Worker Pilot

These pilots, akin to the LCP but devoid of live-in mandates, furnish caregivers with a pathway to permanent residency upon accruing two years of field-specific work experience. Initially, applicants obtain occupation-restricted work permits to acquire requisite Canadian experience.

The new programs will:

  • Give caregivers permanent residency when they arrive in Canada.
  • Allow caregivers to work for companies that provide part-time or temporary care.
  • Make it easier for caregivers to find good jobs.
