Canada Permanent Resident on Arrival for Caregiver Jobs

Overview of the Home Child Care Provider Pilot

Introduced in 2019, this pilot program tackles Canada’s long-term child care labor needs by providing an immigration pathway for child care providers. It’s a key component of Canada’s strategy to draw and keep foreign workers in occupations experiencing labor shortages.

As the expiration date for Canada’s current Home Child Care Provider Pilot and Home Support Worker Pilot approaches, the nation has introduced new and improved caregiver pilot programs.

As of June 17, the current pilot programs will expire. However, the new ones will provide home care workers arriving in Canada with immediate permanent resident status, eliminating the need for specific work experience in the country.

Key Features of the Pilot

  • Occupation-Specific Work Permit: Upon acceptance, applicants receive a work permit specifically for the role of home child care provider. This permit isn’t linked to a particular employer but is limited to this occupation.
  • Pathway to Permanent Residency: Participants can apply for permanent residency after acquiring two years of work experience in Canada in the specified occupation.
  • Duration and Caps: Set to run for five years, the pilot program accommodates 2,750 principal applicants annually. The government will assess potential extensions or renewals.

Eligibility Requirements

  • Job Offer: Applicants must have a genuine job offer from a Canadian employer to work as a home child care provider.
  • Language Proficiency: Must meet minimum language requirements of Canadian Language Benchmark (CLB) 5 in English or French.
  • Education: Must have completed at least one year of post-secondary education in Canada or an equivalent foreign educational credential, verified by an Educational Credential Assessment (ECA).
  • Admissibility: Must be admissible to Canada (i.e., no criminal record, no serious health problems, etc.).

Application Process

  1. Job Offer and Documentation: Secure a job offer and gather necessary documents, including language test results and ECA report.
  2. Submit Application: The pilot program allows applicants to apply for both work permits and permanent residency simultaneously, without the need to fulfill work requirements beforehand.
  3. Work in Canada: On approval, move to Canada and begin working as a home child care provider. The issued work permit allows flexibility to change employers within the same occupation.
  4. Apply for Permanent Residency: After completing two years of required work experience, submit proof of this experience to finalize the permanent residency process.

Benefits of the Pilot

  • Family Inclusion: Applicants can bring their family members to Canada. Spouses or common-law partners are eligible for an open work permit, and dependent children can obtain study permits.
  • Security: Since the work permit is occupation-specific rather than employer-specific, it provides more security and flexibility for the worker.
